USB delay upon boot

Specs: Windows 7
Hi. I just installed Win7 Pro x86 on my parents computer (old). Asus a8n-sli mobo, nvidia 6800, 2GB ram, AMD 3700 2.2GHz, corsair SSD. So my issue is that when the OS first boots, all USB devices have about a minute delay (that's after everything is done loading). Then all of a sudden it's like I plugged everything in, which includes an external hard drive, keyboard, and wifi dongle. It's like the USB driver is on some delay. I have tried uninstalling all the USB things from the device manager as well as playing with USB bios settings with nothing working. Help please! It's very annoying not being able to use the keyboard until long after the machine has already booted. Note, when resuming from sleep/hibernation, this is not a problem. Also, I thought SP1 would solve this problem, and it didn't.

Is there only a delay or do USB devices not work, either ?

If you remove all USB devices and restart, do you still have the delay ?

Does any of the connected USB devices also have a second connector such as firewire ?
