Uploading Issues with custom-built Win7 PC

Specs: Windows 7, Intel Corei7 920/EVGA X58 SLI/6GB DDR3/2X EVGA GTX260/1000W Corsair PSU
I've had this uploading issue for quite a while. It started a little after I built my new computer in March and when using Windows Vista. I was never able to solve it and the problem continued after formatting and after switching to Windows 7. My laptop however, which also has Windows 7, does not have this issue.

The problem I am having is whenever I try to upload any file to any site, if the site has a progress bar (such as youtube, etc), it instantly jumps to 100% and ends up failing the upload. This happens to any file and to any site. Yes, I've disabled firewalls and such but to no avail.

Specs:
Intel Corei7 920
EVGA X58 SLI (I am using the LAN on this motherboard)
6GB DDR3
2x EVGA GTX260
1000W Corsair PSU

If the problem survived a reformat and a change of operating system, then it could be a hardware issue, or a BIOS issue.
First I would try an online speed testing site (google speed test for a few that are local) since it might eliminate the possibility of a youtube specific issue and compare your results to their 'normal' or your laptop. If still low, then check your BIOS for settings on your LAN port and see if there is an unusual setting selected. Third, borrow or buy a LAN card (they are not expensive), disable the on board one and install new LAN with drivers.
