M$ has set in stones the following migration list (a.k.a. Windows Upgrade Path):

* Windows Vista Home Premium to Windows 7 Home Premium
* Windows Vista Business to Windows 7 Professional
* Windows Vista Ultimate to Windows 7 Ultimate

In other words, If you are performing an upgrade installation from Windows Vista, the base language must match the target Windows 7 language.

X86 is correct. Vista Home Premium can also be upgraded to Windows 7 Ultimate - as long as you have installed Vista SP1.
