Video adapters either are able to support aero or they are not able. You can't change that unless you change the actual card.

There are web pages that show how to try to enable aero on older non-supported cards but users are not happy with speed.

You can try to re-run the experience test and see what number the video ends up with.

You can go to the video chip or cards oem and see if they have updated adapter drivers or go to the company that made the system for any updates.

Use the windows experience index test to see how your system fairs.

Almost any part of the OS or hardware might cause that. Most computers are a system and the parts need to be sort of all in the same usage range to be effective. A great video card on a crummy cpu is not going to work well.

Sometimes Windows installs without Aero enabled. What you can do is, just apply a Theme in Personalization. That's all. I have Radeon HD5770, which is a DX11-capable gfx card. I installed Win 7 Home Premium x64. But it acted as if I installed Win 7 Basic. I applied a Theme and Aero came into life.
