Not really sure if uninstalling a program can delete ALL of your personal files. What was the name of the program?

it was Blender. (www.blender.org) Its never given me trouble before but this is a new version. I was uninstalling it to put it in a different directory so it could certain features better. I didnt go through Remove Programs and used the Uninstall.exe instead. I dont know that the uninstall was directly responsible, but after it completed, my libraries and desktop were deleted

Search for the name of one of your missing files - they might have just been moved.

I guess you could have had some bogus program. I'd check with command line in folders. Use attrib command just to see any hidden files.

Normally restore doesn't recover files like that if deleted.

Some apps can do undelete or unerase. Try them maybe. Testdisk or photorec and others.

If you want to use an unerase program then keep the computer usage right down to minimum - preferably don't use except for installing the unerase program.
