unable to access www.ssa.gov

Specs: Windows 7
Using Windows 7 and IE 9. Located in Seoul Korea www.ssa.gov is the only .gov site I cannot access for several months now on all three of my computers at different locations. For many years prior, no problem. What is happening?

NEVER: ".. disable antivirus and firewall and then try to open this link." NEVER!
Just about the only sites I might recommend visiting without an antivirus program active would be Microsoft or possibly your hardware manufacturer's site for drivers and then ONLY under the most extreme (barely working) machine conditions.
You CAN try enabling cookies and even lowering your security settings slightly (temporarily) on your browser (like med-high to med or med-low).
You CAN try a different browser (Firefox, etc.)
You CAN check your antivirus program to see if the site was put on a list of sites to be blocked.
You CAN see if your Router has the site on its list of blocked sites.
IF one of your computers is a portable one you CAN try it on a public wireless network like in a Library, Coffee Shop, University, or other place free wireless is available.
You CAN check with your ISP to see if they are blocking it.

You have to be a little bit crazy to keep you from going insane.

I agree with fingers. The issue may have something to do with government security because you are in a foreign country.

I have copied phone and mail contact information from their site. Why do you need to contact them anyway?

If it happens on three computers then obviously the website is blocked. Ask your server.
