You may need to upgrade your video card, depending on what you currently have. That said, you just purchase a TV tuner card if a desktop (use a USB TV tuner for a laptop), make sure that your computer's specs fall within the acceptable range as far as 'requirements', and install (physically). Then you load the software (driver, etc) and connect your antenna or cable coax. If opening your computer upsets you, take it into a local shop for the work.

For a laptop you will look for a small portable USB TV tuner that is just slightly bigger than a flash drive and on the outer end you will need to connect a co-axial antenna to bring the TV signal to the tuner. This coax can be from a cable box, a rooftop antenna in your home, a set of 'Rabbit ears' (old TVtop type antenna) or a small portable antenna that may come with some USB TV tuners. Just like your home TV, you need to get the signal from the air (or cable) to the tuner. Look at Tigerdirect.com or Newegg.com for these if your comfortable doing it yourself, or your local computer store who can actually help you set it up (bring your laptop along).
