Solved toshiba satellite wont start

Specs: Windows 7
starts and says starting windows, then changes to "setup is starting services" and window appears to say "pc restarted unexpectedly or encountered error, windows installation cannot proceed. to install windows click OK to restart computer, and then restart the installation. just repeats the above over and over again.
I tried restart in safe mode from F8 key but just the same

If you made a set of recovery discs for it using the Toshiba utility in Windows when your laptop was working okay (which you should have made when your laptop was new), boot your laptop from the first disc in the recovery set.

If you didn't make a set of recovery discs, you should be able to order a set of backup media via this Toshiba web page: https://backupmedia.toshiba.eu/

Be aware that using recovery discs/backup media will erase everything that's currently on the hard drive, so I hope you already made backup copies of your files. If you didn't, before using recovery media you should remove the drive and put it in an enclosure. Plug it in to a working computer and copy your files to a pen drive or to DVD/CD media.

Then put the hard drive back in your laptop and proceed with recovery using the recovery discs.

You can still order the Recovery DVD's from Toshiba. But also try this. Turn laptop off. Hold the 0 key. Turn Laptop back on while holding the 0 key. If that does not work try F8 on start up then choose repair your computer and see if their is something like factory image.

Thanks, I managed to find the Toshiba support site and problem resolved.
Unfortunatley it is my grand daughters lap top and no recovery disc was made.

I am glad the problem is solved. I would suggest making the Recovery DVD's.
