toshiba laptop won't run software

Specs: Windows 7
I bought Punch Home and Landscaping Design software for my Toshiba Satellite C655 and tried installing it, but my laptop can't seem to read the disc. I overlooked the details on my laptop and the software requirements, and the laptop appears to have all of them. However, when I insert the disc into the DVD drive, the computer goes into a weird mode where it tries over and over again to read the disc. If I try to open up any windows, such as internet or games, the computer seems to basically freeze, yet the mouse moves around. The only way to get the computer to stop attempting to read the disc is to eject the disc, but this can be harmful to the software and the computer. What can I do to get my laptop to read the disc?

have you tried other disks in the drive?
do other disks have the same problem?
have you tried the disk in another computer?
it may be a damaged drive/dirtly read head.
it may be the drive needs updated drivers
or it maybe that the disk is damaged.

i hate computers!
but cant help myself....

Yes. Other discs appear to work fine with the computer. I recall trying to play the disc in one of my other friend's computers, but it had the same problem. However, I tried it on my brother's HP laptop and it worked just fine. What exactly is a driver? I have a funny feeling that the problem has something to do with the setup. I didn't want to fork over another 100 dollars just to have Best Buy set it up for me, but now I'm starting to think I should have Could the way my computer is set up possibly be the problem? If so, what would you recommend that I check?
