Looks like it's time to run Factory Recovery. Back up all your data from your user account first so you can restore it to the new Windows installation.

You could try the EXE fix on here by downloading the zip file on another computer then double clicking it and copying its contents to the faulty computer using a flash drive. Finally double click the contents that you have saved on the faulty computer and follow the prompts:

If this cures the NotePad and other program opening issues then try uninstalling TinySpell again.

Always pop back and let us know the outcome - thanks

I suggest you backup any important files before you do this.
These steps should solve the problem.
Be careful as these are very important files and keys, deleting the wrong ones could stop your computer from working,

Try this first:

If it doesn't work, try this:

Click Start Menu, and then type regedit in the Start Search and press ENTER.
Navigate to the following registry branch:
HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Explorer\FileExts\[ext]

Replace the [ext] with the actual file extension that you want to restore its file type association to revert back to original Windows Vista default. If you unsure, simply browse through all the sub-key under FileExts.

Delete the sub-key named UserChoice.
Exit from Registry Editor.
