System restrictions prevent language change

Specs: Windows 7
I am on my work laptop running Windows 7 Enterprise 32-bit in another language than English. Local laws prevent my office's IT support group from changing the language to English.

I am rather sure I have the English language pack installed, but under the usual "Keyboard and Languages" tab of "Regional and Language Options", the language section is simply not there at all. Is there a way I can work around what I suspect is a system restriction preventing me from accessing that option?

I very much doubt that anyone on this forum would aid you in circumventing a company policy. You could be fired for doing this and possibly face legal problems as well.

Though I strongly doubt I would get fired for changing my laptop's language, that's a good point you make.
