Try in Safe Mode.
Try a repair disk made from another W7 64bit machine and do your repair/restore from there. (make sire DVD drive is set first in boot order)
Open recovery console (if this was preinstalled Windows 7) and select repair/recovery from there (NOT a factory restore unless you have already backed up your files - this is your last resort repair).

You have to be a little bit crazy to keep you from going insane.

This sounds like a hardware issue. Your original problem probably was also. Test your hard drive with utility from hard drive manufacturer.
Test your memory with Memtest.
Check your voltages in your BIOS to make sure they are correct and not low.
Check your temperatures in your BIOS to make sure they are not high.

You have to be a little bit crazy to keep you from going insane.

If i do the hard drive test in BIOS it goes to 1% then it says error or something along those lines, same with memory test it will start testing and then cancel in the middle of it.

sounds like you should take the hard drive out of your machine, connect it to another and do a disk check, make sure you check both boxes so that it check for and attempts to recover damaged sectors it will take a long time maybe 12-24hrs.

i hate computers!
but cant help myself....

Many laptops have removable access panels which allow access to your hard drive without completely opening it.
You can also try removing one (if you have two) RAM sticks and see if it works better. Then switch and try the other one and see if that is better. If one memory stick works but the other one does not, you may just have found your problem, replace it.

You have to be a little bit crazy to keep you from going insane.
