system protection not a feature in my control panel win 7?

Specs: Windows 7
windows 7 laptop wont start normally due to a blue screen after 3 new apps were installed. I'm in safe mode right now and I'm trying to either factory reset or restore the computer but this computer doesn't have system protection in the panel and I'm not getting anywhere I've already tried creating a shortcut and placed "C:\Windows\System32\SystemPropertiesProtection.exe" as the file's location but nothing seems to work...pleasee i need help asap...thank u guys <3

Rightclick on Computer, choose Properties.
At the left hand side, you should find it.

Try Start > All Programs > Accessories > System Tools > System Restore

If all else fails try this:

Boot your computer.
Tap the F8 key before the Windows logo appears on your screen.
At Advanced Boot Options, select "Safe Mode with Command Prompt".
Press Enter.
Type: rstrui.exe.
Press Enter.
