System Error shutting down windows 7 remotely

Specs: Windows 7
Hai friends,

I have two computers in the same network.
iopex59 and iopex61 (the host-names). I have verified the IP address. It is the same network. I have admin privileges to both of them. Still I m not remotely allowed to shutdown one from the other.
I tried shutdown –m \\iopex61 –r –f –c “The computer will restart, please save all work.” –t 60 from iopex59.
I even tried shutdown -i still no luck...
What to do?

When doing a remote shutdown the remote computer must have an account with the same name and password as the one you are logged on with. The computers must also have basic network connectivity.
