Super high memory usage, please help!

Specs: Windows 64
So I have 1 4gb stick of ram in my computer, but Just chrome, and skype combined use like.. 2.8 gigs of ram. is there any way I can lower my ram? I usually get around 70-80%

Where are you seeing this readings?

If it is Task Manager what item or items are they showing against?

First, modern computers work best with a matched set of RAM, that is two closely matched sticks of memory so that they can work in Dual Channel Mode and get the best out of the memory.
Second, 4GB RAM is not really that much memory any longer. If you can get a nearly exact match to your memory, that is same capacity, speed, timings (Latency and other numbers), Voltage, and if possible, brand. Better would be to purchase a matched pair of memory sticks that really would work together properly.
Finally, to your question. There are a lot of programs running in the background on modern computers, some of them necessary and many of them not necessary. You can use Task Manager to determine what programs are currently using memory, note them down, and investigate which ones are needed. You can Google them and if any are really perplexing, post a list of those here for review. These programs will need to be set to start only when you launch them instead of when Windows Starts and then completely turn off when shut down. If you cannot find the proper settings all of these programs, there may be some help for that as well.
Please note that some of these may be malware which has slipped by your antivirus program. These can be rooted out by the use of these special programs (run in order please, restart between, post logs):

Well, I reset my computer and watch it via task manager and for some odd reason is just shoots up all the way to 3.00 gb's and 99% memory usage I realise that 4gb isn't that much but I don't think general use should be using around 3 gbs.

Please note that your antivirus program, Windows Update, Windows Back up, and others are GOOD programs that run in the background and may be what you are seeing using CPU and RAM. The only way to tell is to follow the steps to eliminate possibilities.
