open control panel/user accounts/manage another account.
there you will see all the accounts setup on your machine.
delete any accounts that are not yours, including turn off guest account.
create a new account named admin. set a good password for both the admin account and your account. make sure the passwords work, WRITE DOWN THE PASSWORDS and store in a safe place
the reason you need to create a admin account as well as your own account is just in case you have any problems, then you always have a second chance to log into the computer and carry on working and fix any problems.

i hate computers!
but cant help myself....

What do you want to stop them from doing? Booting to Live CDs can circumvent Windows passwords to a degree. So, the question is how locked down do you want or need to be? BIOS passwords can work if the case is locked and the boot order is set correctly.

If you are concerned about someone accessing your desktop when it is up and running and you step away for a bit you can use a screen saver password.

When using laptops you must be extra careful when using BIOS and/or hard drive passwords, as you can permanently lock yourself out if you lose the passwords.

ladycian posted twice. In her second post (deleted by moderator or Justin) she mentioned the someone is her child that she wanted to stop from using the computer. I think she will be better off asking instead about how to make the PC safe for the kid to explore the world to learn, etc.
