Look in your laptop's startup menu for a diagnostic program, if it does have one, test the keyboard. It sounds like you might have a stuck key. Unfortunately being a laptop it's not so easy to unplug the keyboard for testing purposes.

Try pressing F2 or F12 during startup to get to the menu.

My first thought was that it is a worn-out mouse button, but
the variety of problems led me to abandon that idea and wait
to see what further turns up.

I tend to agree with JohnW on this to do the repair. I am curious if the same thing happens in Safe Mode. If it does not then maybe a good clean out is necessary:
ADWCleaner by Malwarebytes
followed by:
Malwarebytes (free version with 'Scan for rootkits' turned on
followed by Disk Clean Up
After that then Windows Repair:

Be sure to run all recommended pre-scans and run it in Safe Mode after a restart.

I cant do the safe mode cause the msconfig doesnt work either. And when I restart and press f2 for setup, the only thing that i can press is the up and down, when I chose one for example is the save and exit then i press enter there is something that popups that i need to confirm with yes/no abd the problem is that the screen of that popup is flickering and close after a sec. So i cant chose in there .

Pressing F8 during start up should get you into the advanced start up options menu, choose: Safe Mode with networking.
