I have a toshiba laptop that runs Windows 7 and every time I turn it on it will say toshiba the it will Windows 7 but after that it will boot in safe mode and then it will popup the restore screen and I click next and its up a error how can I fix that
Try this. it has been known to unstick computers at odd times:
Turn off the laptop and disconnect charger. Remove main battery then hold the Power Off/On button down for at least 20 seconds to discharge the motherboard components. Put battery back in, connect charger then see if it is any better.If it doesn't help let us have the exact error message when you hit "Next".

You can try tapping F8 repeatedly at boot up until the advanced start options menu opens. Then choose one of the following:
Last Good Configuration
or
System Restore
Last Good restores the computer to the last time it booted cleanly without issue and System Restore will open your restore options windows, here chose a restore point that makes sense, maybe before a program install or update, or a week or more ago. Use the Show More Restore Points if needed.
Even after the restore works, you may want to use a couple of scanning programs to make sure malware or other junk is not present and caused the issue.

I'm inclined to suspect malware being a problem here.. "riider" has linked you to an earlier thread here at CN which lists a few pest cleaners to run...
