if that a wifi modem? or a dongle?
most toshiba machines come with built in modem/wifi/ethernet.
maybe you need to run the modem software to make sure it is installed correctly.

sounds like a usb dongle such as verizon, att and others have which is a paid service.
If your subscription is paid up then smartbro should be able to get you up and running.

I had cases with verizon where the problem was on their end, not in the laptop. A few minor tweaks and all was well.

Some HELP in posting on Computing.net plus free progs and instructions Cheers

have you tried putting it into another usb slot?

i assume loaded is that you have sufficient funds, and the signal strength is good, means that you can see a signal, which would indicate that your dongle is working in win 7, or it would not see a signal and not be able to register.
i see a lot of people have this issue on google, but most of it is in the phillipines, and much of the answers are in talagog? but i think the idea is use the update manager from the smart bro..maybe you need to connect via a wired network and update the driver/firmware.
