Signature Validation Option - pops up

Specs: Windows 7
After upgrating IE from 7 to 8 when I click on anything on my Desktop, the small window with title: "Signature Validation Options" pops up. There is a option to click on "Validate digital signatures and display special icons" And OK or Cancel.
I am running AVG Internet Security 2013. When I click on it, or on anything else this small window pops up. I tried to run Windows, by the way W7 with Save Option, but it allways stars up as a full version. I found out, if I start any Icon as an administrator it will open.
1. Run the scan with AVG, after 2 days it was still hanging at 65%.
2. From the Internet Explorer, Internet Options, Advanced tab I check off "Allow software to run if the signiture is Invalid".
3. From the "regedit" , HKEY_LOCALMACHINE, SOFTWARE, Microsoft, Non-Driver Signing, "Policy" binaryvalue, Modify, changed Current Value to 00, File, Exit to quit the registry editor.
4. Restore Backup dosn't work

What else I can do?

Hi Paulsm,

Ensure that the Windows update is running and windows is up to date.

Update the antivirus program and then perform a complete scan.

Date and time of the system should be correct.

If the issue persists, Perform a system restore for the date the system was working fine. Click the link mentioned below for more information:
