Signal input error, can't boot to safe mode

Specs: Windows 7
I recently added 2 512 MB memory sticks and upgraded my video card. However, I was getting a weird "thumping" sound with the video card installed so I removed it. Now I'm getting a signal input error, but can't even get into safe mode to correct that...the computer just keeps rebooting. I tried booting from the CD and running the diagnostics - result was that the boot manager was damaged or corrupted but it was corrected.

Is it possible to get to safe mode to correct the resolution to SEE if the video card works?

try vgs mode, or use a system recovery cd to repair the system startup and then try last known good config
by tapping the f8 key at boot

i hate computers!
but cant help myself....
