windows 7 pro i can not open any programs and can not down load any fixes

Grab a USB thumb drive. You may have a virus. try one of these...

Download on another machine and save to usb drive. Take USB drive to your machine and install the programs to remove virus.

do understand some virus's target usb sticks do whatever you do don't stick the stick back into another system without first disabling autostart. Or you will find yourself fixing two machines

start in safe mode, tap f8 at boot, choose safe mode, scan with all anti virus and malwarebytes.
try a system restore to a point before the issue started....

i hate computers!
but cant help myself....
