SFC wont run at all

Specs: Windows 7, AMD 4400+ XP/2BG DDR2
I tried doing everything suggested here:

This is what I get:

It's related to a Microsoft Error Number 0x80040154 which Microsoft refuse to answer questions about. Its stopping me from Updating, Running SFC, Doing an In-Place Install, and sharing my printer! Its really making me had.

Microsift's rote answer always is "sun SFC or In Place Install - Cant do any of those things.

There are trillions of error messages, put the exact error message into google.

What do you think was the first thing I did? And every single "nonsolution" is either "Run SFC" (I have already siad, it does not run!!) or, do an In-Place Install (Which also does not work).

And I didnt expect much help in here, either, thanks. The point is, I gave them a SPECIFIC error number and all I get back from them i their cack, rote answer which i a non answer. I need to know what the number MEANS.

Do you run the command SFC /SCANNOW under administrator rights ? Do you leave a blank space before the slash ?

Do you try to make an in-place upgrade with administrator rights ? Is your Win 7 DVD disk clean ?

If both of the above do not work, then you must have an hardware fault, such as hard disk fault. I suggest you run

CHKDSK /F /R

under adminitrator rights to see if you have hard disk problem . Do not forget to put blank space before the slashes.
