why does my laptop keep highlighting everything and opening up programs without clicking on them .?

Are you tapping the actual touchpad? - laptop pads can be configured to perform many tasks by tapping or swiping them. If you don't use the functions or find they are set up incorrectly then check their settings in Control Panel/mouse

thanks johnr for responding..I don't tap the touch pad. i just barely touch the pad and everything highlights also pages open up without clicking on them they open up by the cursor passing over them. yes i've checked settings in mouse nothing seems to work

Check you haven't got 'Sticky Keys' enabled (http://windows.microsoft.com/en-gb/windows7/make-the-keyboard-easier-to-use) - that can have some funny results if you're not aware it's on. After that I would suspect a hardware fault so first thing to try is disable the touchpad (many have a small switch near the pad or it's a Fn key combination), then try using the laptop with an external USB mouse. If the problem goes away then it narrows it down to the touchpad.
