Solved screensaver not always activating

Specs: 7 pro, n/a
Here's the issue, I've seen it for years now, and I still don't have a clue why this is happening :

I have a laptop, which is configured by corporate policy.
A screensaver and screenlocking is enabled.

And this is the issue : depending on the location, the screensaver/locker just not kicks in, while at other location, it does.

The laptop is some years old now, and the Windows 7 on it has never been re-installed. What is different:
- cabled-network versus wi-fi
- usb keyboard and mouse versus only usb mouse or nothing extra

The only two things that I can think of that would prevent the screensaver from coming on would either be power saving options or certain programs.

For example, if you have the computer plugged in, it is often set to not turn the screen off. You can change this in power saving options.

Some programs, usually ones that play video, tell Windows not to turn the screen off, so you don't have to constantly move your mouse to watch a movie.

Did you have the computer plugged in whenever you were using Ethernet? I doubt that it was actually the type of internet affecting power saving options, but it wouldn't hurt to check.

Start > Control Panel > Hardware > Power Options

The machine is almost always plugged into the power supply.
The power saving options on the screen and the computer itself ;
- the one on the computer/OS is not enabled
- the one on the screen is only enabled after 2 hours (while my Windows screensaver lock is enabled after 30 minutes).

I do often (but not always) use an external LCD screen on the laptop
I also switch between WiFi and local, by means of the hardware switch (in addition to plugging in a cable or not)
