Samsung R519 laptop won't charge battery

Specs: Windows 7
My samsung r519 laptop won't charge? The light on the charger is green, but when I plug it into my laptop it will not charge? Any suggestions? I need to get on to my laptop asap as it has important documents that I really need printing. Is there any way I could fix it? and if not, where would you recomend me to go and buy a new charger. Are you familiar with using a voltmeter (or know anyone who is)? If the charger is outputting the rated voltage/current (should be stated somewhere on the charger), then it's unlikely a problem with the charger itself. That would likely mean that something is wrong with the battery itself, or possibly an internal charging error, likely due to a sensor misreading the current state of charge. Allow the battery to completely discharge (if it already hasn't), then apply the charger for at least 12-24 hours without powering-up the machine. Then see if it powers up and shows a full charge. If you determine that the charger is at fault, it would likely be best to contact the manufacturer for a replacement.
