Safe to remove hardware Dialoge missing

Specs: Windows 7, E8400, 4GB
for the longest time after I safely remove a USB device (usb sticks, external harddrives), a message would pop up saying that "it's safe to remove hardware". I would only remove my usb stick after that message appears in fear of corruption.

lately though that message no longer appears, I would safely remove the device from the "safely remove hardware and eject media" icon, and although the drive will disappear from my computer screen, no message would pop up to assure me that it's actually safe to remove.
further more after i did the safely remove thing, if I open Devices and Printers from Control Panel, I would see the USB device still being displayed there with a yellow triangle with exclamation mark.

If I go into it's properties I see this message:
"Windows cannot use this hardware device because it has been prepared for "safe removal", but it has not been removed from the computer. (Code 47)"

does anyone know how to fix this?

You can try a system restore to a date when it worked properly.

You have to be a little bit crazy to keep you from going insane.
