Repeated Change Windows Update Settings notification

Specs: Windows 7 Pro - Service Pack 1, Intel Core 2 Duo CPU E7500 @ 2.93 GHz - 2 GB ram
After I start my computer, I keep getting a message that says, "Change Windows Update Settings: Windows Update Setting is turned off." I click on it to set updates to automatic, which appears to already be selected, but click it anyway. Then the next time I turn the machine on, I get the same message. I am running Windows 7.

Maybe the "Windows Update" Service is disabled.
Go into the Services Console, set it to "Automatic", then click "Start".

Start > Run

Type services.msc and press <Enter>

Scroll down to Windows Update and double-click it.

Make any necessary changes then click "OK"
