regedit NOT able to enabled

Specs: Windows 7
When I try to run any registry editing software ( regedit , etc ) I get an error message saying that registry editing had been disabled by the administrator (me). I have tried every solution I can find online (reg_enable.vbs, several other programs ), but NOTHING works. ) reg_enable gives this message:
"invalid root in registry key )
I am at my wit's end.
PLEASE help!!

Boot into safe mode and log into the Admin account. Then run regedit.exe.

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]
"DisableRegistryTools"=dword:00000001

with the dword:00000001 = locked and 00000000 = unlocked

Then do the same for HKEY_LOCAL_MACHINE, HKEY_USERS, etc.

Note: This registry location is for XP. Win 7 may have the same place for the key. Pls check.
