I just wanted to be clear about what you're asking. So if you click on the "Click Here!" link in my other response, the page won't open & it will say "See System Administrator"? Is that regardless of which browser you use?

That s a thought, if you have not tried it yet, try Firefox or even Chrome to see if they work from there. This will help determine if the problem is with IE or a general problem with Windows.

If this problem started only recently you can try a System Restore to a date when all worked properly.

While you are at it run Malwarebytes to see if it is an infection.
Then run ADWCleaner and if either finds and removed junk then run the first again.

You have to be a little bit crazy to keep you from going insane.
