Solved Recommendation for monitoring software

Specs: Any Win, XEON/1GB
Looking for recommendation based on the experiences of anyone else for monitoring software. Below is the criteria I'm looking for.
- Runs as a service on Windows XP Embedded or Windows 7 Embedded computers.
- Can uplink with an offsite monitor or hosted service, but there has to be an agent running on the Windows computer.
- Can tell if a device falls off network by doing simple, scheduled PING tests.
- Can tell if a storage volume fall off of the host system.
- Can monitor some Windows services and alert if they hang or stop.
- Would be nice, but not critical if could SNMP monitor network switches.

Basically this would be for a security (video and access control) system where I would like to know if cameras fall offline, storage volumes from the iSCSI array fall offline, or if the recording and management server itself goes down, and to monitor this remotely.

I've seen some different solutions, but not many that did everything I wanted it to do and most were way pricey probably because they did a lot of things that I didn't need them to do.

Anyone have any services or software solutions they'd like to recommend based on experience I'm open. Thanks.

I think most of the reports to event logs. Send an alert or monitor my mmc plugin.
