reboot loop after system image restore

Specs: Windows 7
reset Toshiba l455d to factory image, now on reboot it's going into configuring system settings screen where it runs for about 5 minutes and then reboots and does the same thing again. I did the image again and same result. endless loop of rebooting to a screen that says it's preparing it for first time use. it seems to be installing something each time, but it is doing it over and over again.

My guess is that some part of the deal has failed. Either the restore media, the installed media or the hardware has failed.

Not sure what to look at even.

Might be able to catch a reboot cycle and open safe mode to then look at event logs.

Might be able to get a real W7 dvd and use repair booted to dvd.

May have to test hardware, maybe ram or cpu or disk has failed. W7 dvd has memory diagnostics.

A Pit Bull is like a gun you can pet. And there is no safety on it.
