"processor memory" has no real meaning. You can have 100% CPU or processor activity OR you can have 100% RAM or memory usage, but your statement by it self really has not meaning.

That said:
If your CPU activity is high when you are not running anything then you have either an infection or you have too much running in the background.
If your memory usage is high when you do not have anything open, it may point to similar problems as in something running that you are not aware of or malware.

Run Malwarebytes to check for infection/malware/spyware that might have slipped past your antivirus program.
Run msconfig and go to the Start tab and uncheck everything that is not Microsoft or your antivirus program, Apply, OK, and restart your system.

You have to be a little bit crazy to keep you from going insane.

Press Ctrl+Alt+Del and then click on processes tab... close all the unwanted programs... if still you are facing the similar problem then scan your PC using Antivirus and Reg inout for repairing registry.

When running programs and especially games it is normal for the CPU usage to climb, even to 100% usage. If you do not get reasonable gaming performance then (assuming this is a desktop) you will need to install a decent gaming graphics card. Your onboard graphics are not up to the games you want to play. This will also free up your CPU and memory for the parts of the game that the CPU does need to process.
The more details you can give about the problem as well as your system (specs in detail), the better the answers we can give you.

You have to be a little bit crazy to keep you from going insane.
