Problems running programs on Windows 7 X64

Microsoft Windows 7 home premium

Specs: Windows 7 64 bit
I currently have a problem where nothing.. and i mean NOTHING runs or opens properly unless i right click + run as administrator. documents opens fine... but any program, any game... I have to run as an admin. If i just double click it will bring up the good old "which program would like like to open this with?" window. also, this window has no option to just make the program i select the default to run that .exe file with.

Help please?

File associations are corrupt.

Correction:
It's for windows xp, sorry.
But there is a tool available for windows 7 too, but I can't remember the link address.

It has no option for fixing .exe association, and i tried every single other option available. Unhandled exceptions in each and EVERY single attempt with all options.
