Problem with HP DreamScreen 400

Specs: Windows 7, Core i5 3rd Gen 2.501 Ghz / 4GB
Hi,
My brother has an hp dreamscreen 400 which was not in use from last 1 month
and when i today i turned it on that device told me to register but when i followed the process
i got an error saying that

"this device has already registered"

If it so than why its asking me to register it again?
I cant go further to homescreen or anything else

Yes, contacting HP is a good idea.

Another thought is that you might be able to disable something if you can get to Safe Mode (usually tap F8 key while booting and select from list).

I was just trying to help my brother

He was at my home for some days & than gotta go so he took it away with him.
