problem downloading files using Win7 / IE9

Specs: Windows 7, i5 2450M / 6GB
I have a new laptop that came with Win7 home premium 64-bit and IE9. I am in the process of downloading s/w and setting up frequent file downloads, e.g. utility bills. However, almost everything fails to download, with the gold bar and dowmload manager saying <filename> couldn't be downloaded, but no reason. The only thing that has worked so far is Skype.

Open IE
Go to Tools >> Internet Options > Security(tab).
Untick Protected Mode
Click Reset all zones to default levels.

Try downloading. If still not working, try this:

Disable third-party firewall (eg Norton Firewall) if one is installed, and enable Windows Firewall instead.
