Flipopia was a virus that you had on your system - your security has probably removed it but there is still a link in your start-up trying to find the file. You don't want flipopia back, you just need to stop it being looked for.

Download & install CCleaner, then under the tools section, click on 'startup' and look down the list for the line that mentions flipopia then select and delete it. Then use CCleaner's file cleaner and registry cleaner sections to finish the job.
