plugged in, but not charging

Specs: Windows, 4
I have Samsung laptop.My plugin charger but not charing. how to solved this problem? Please give me more tips.

If you try the power cord with the battery removed and it works then the power cord is probably good. If it does not work without the battery then the power cord is not good and needs to be replaced.
If you know someone with the same brand and similar model laptop you can try their cord and see if it charges your battery. If it is the same model you may be able to see if your battery will charge in their laptop to see if the battery is good.

You have to be a little bit crazy to keep you from going insane.

The other option would be a bad battery or bad charging circuit on the motherboard.

Yep, it isn't always the charger. As THX1138 mentions, a completely dead battery won't take a charge and a shorted one wouldn't either (possibly damaging the charger or charger circuit). The charging circuit is often at fault and if so, usually can only be replaced (preferably by someone with experience).
