1- was windows 7 the factory install or is it an upgrade?
2- Have you checked to see what doesn't have to run using msconfig?
We know nothing about your specs, why not list that and also let us know WHICH anti-virus you are using?

Disable the amount of services running in the background-- You can do this by altering your computer configuration. Take everything down but Windows services. Then build back to find out which application is causing the spike. Here is how:
1. Open your Start menu.
2. Click Run
3. In the command screen type "msconfig.exe"
4. In the "system configuration utility",click either "service" or "startup" tab
5. Uncheck all programs that your are no longer using.
6. Click "OK"
Check out this link to find out which programs are necessary.

It could be a virus/spyware so run your anti-malware software

Turn off Indexing on all the hard drives and partitions.

Open Computer.
Right-click on the HDDs, C:, D:, etc.
Click Properties.
There you can turn off indexing.

Restart your computer and check if you still have high CPU usage at the beginning.
