CPU heatsink fan may be connected to the wrong header on the motherboard. In this case, the motherboard thinks that the CPU fan is not connected and shuts down the power. Connect the CPU fan terminal to the correct header.

CPU power connector, 4- or 8-pin ( not the main motherboard power connector ) is not connected or seated properly. Connect the power cable properly.

The power button on the case may be sticking. You can check it by bypassing it. Open case side cover, remove the connector of power button cable and make momentary contact of the two pins with the help of a metal object, such as the tip of a screwdriver.

CPU heatsink installation may be faulty, causing thermal shutdown.

The motherboard may have been installed improperly, causing a short. In this case, overload protection circuitry of PSU cuts down the power.

The list is endless.
