Specs: Windows 7
My PC doesnt charge the battery and won't start with the ac adapter. I tried wiggling the plug etc... the blue light near the ac plug lights up but the power light does not.

Not quite sure I understand...

The blue light - is it on the adapter itself? That usually looks like a black block with fixed lead out to laptop, and another (often a plug in one) goes the ac socket).

Have you access to a test meter/volt meter? If so measure the volts "out" of the adapter. Typically they are 19 volts; but check on the adapter itself for actual voltage out - as occasionally they are other than 19 volts output.

These laptop adapters often fail - usually a broken inner core/cable at the mini-plug end (the one that goes into the laptop). Someimes they fail within the adapter block - often overheat...

If possible borrow another working adapter and see if it does the job...

If no test meter, perhaps "chat up" your local Radio Shack guys (if in Canada/USA), or any other store that will have a test meter? Always useful to a basic meter around; and RS have some inexpensive analogue models (2 at least) that worth checking out, and the cheaper of the two would fine...

From the information given you either need a new charger or there are problems with its connections.

Always pop back and let us know the outcome - thanks
