Page Requiring Silverlight Will Not Load In A User Profile

Specs: Windows 7 Pro 64bit, Core I-3 / 3.10
On our public access PCs we have a user profile protected by Local Grou Policy and this works well for us.

Recently we had a user attempt to submit a job application at Subway's site. It gives the message that the latest version of Silverlight needs to be installed.

Of course the latest version IS installed and runs fine in an admin profile.

For the life of me I cannot determine which setting is restricting it ... I was hoping someone might have a guess?

I always search the exact error message in Google. Most times someone else has had the problem first.

Thank you ... but the error message is your basic, Silverlight needs to be updated typed of message (Silverlight is not out of date).

Because I know this issue exists in the user profile and not the admin profile ... points to Local Group Policy ... I was simply hoping that someone with more knowledge than me might have an idea of where to begin my search in Local Group Policy.
