you can reinstall your works from the cd, try a system restore from the windows restore points to a time before the issue started, or you may have to reinstall your OS from the system restore hidden partition Acer offers either a recovery partition (accessed by pressing Alt +F10 at Startup) or an Acer Recovery Media Purchase Program. it maybe that your works has been deleted or over written, or just out of date...

Xpuser4real, dont know what outlook express has to do with it, the problem is ""cant start MS office outlook.."

if the reinstall of office or works fails then you can try to
use a Email Client ( Window live mail etc…) to send mail from Microsoft Works Word Processor or from any Office applications, to do this follow the below steps:
1. Click on Start ->Getting Started-> Get Windows Live Essentials.
2. Click on Download -> Run.
3. Follow the wizard and download Windows Live Mail.
4. Click Start -> type Windows Live Mail in the Start Search box.
5. Click on Windows Live Mail and set up you PEOPLEPC account.
You can take help from your ISP (Internet Service Provider) to get the account information (e.g. incoming serverPOP3, outgoing server SMTP, port number etc...).

I am not sure if windows live mail will recover your emails ans address book, but it should be able to. If it does not suggest it, look for an import option. Your folders and address book are accessable file folders within the main outlook folder and should be available unless you got mad and deleted it.
If that will not recover your mail and addesses, or you do not like it as well, you might like to try Mozilla Thunderbird. This program looks and feels much like Outlook for emails and should have not problem finding and recovering you settings, folders, and addresses. They also have another program for the other aspects of the full outlook if you use them.
(Works came with outlook express, not outlook. If you have outlook, you either have office, or installed outlook separately)
While you are at it, you can get all of the remaining functions of office with openoffice.org for free (donation optional).

You have to be a little bit crazy to keep you from going insane.
