What type of internet software do you have??? Antivirus and antispyware programs are helpful, but some of these supposedly Internet Suites (Bloatware) attempt to protect us from ourselves and either choke us or out computers or both. If you have Norton or McAfee or something similar, the blocking is coming from there. You can see if there is a setting related to scanning outbound email and either make adjustments, turn off outgoing spam filters, or turn off outgoing emails entirely (the last I would try to leave on if possible to reduce the spread of infections).
A better choice would be to remove the offending software and install a leaner meaner antivirus program instead. Most now include scanning for all types of nasties and email scanning as well. (Note: if you are removing either Norton or McAfee you need to download the uninstaller from the respective website to completely remove all traces)

You have to be a little bit crazy to keep you from going insane.
