If you install a new hard drive it is blank, you need to initiate it, partition it, format it, and then load an operating system on it.
Did you try to repair your Vista on your old drive?
Do you have a recovery disk set from the manufacturer? This could be used to repair your old OS installation or load it on a new hard drive. You can purchase it from the system mfg. at a reasonable rate.
THIS is the Windows 7 forum so repost your specifics and questions on the Vista forum.

You have to be a little bit crazy to keep you from going insane.
