Open Dictionary CD files for Win 95 in Win 7

Specs: Windows 7
I have an old CD dictionary (Windows 3.x and/or 95) which I can not open with Windows 7. Is there any way to do this (directly or indirectly) since I need this dictionary?

Probably you do need the application associated to the CD that anyway may get problems to run under Win 7 if so old as designed for Win 9X or Win 3X (in this case a 16 bit program).

If Win 7 is 64-bit and the old dictionary software is 16-bit, you cannot run it directly or in compatibility mode. In this case, you may try using a virtualization program.

If your Win 7 is pro version, it comes with its own virtualization program and xp mode.

What happens when you try to open the file that starts it?
