cant find operating system, wont boot from reinstallation disks or recovery disk

To boot from CD or DVD you need to go into the BIOS Setup and set the CD/DVD drive as the first boot device in the boot device sequence. Then save & exit the BIOS setup.

To get into the BIOS Setup you have to press a specific key (on my PC it's the DEL key) as soon as the PC maker's splash screen appears.

Also on many systems you will need to "Hit any Key to Boot from CD/DVD drive" after the drive is reset to boot from the drive before the hard drive (as needed here).
After you get it to boot to the recovery disk/repair disk/installation disk, try a Start Up Repair first. If that does not work, before you attempt to reinstall, try these first:
Run Memtest from Bootable CD to test your memory for errors.
Run Seatools from Seagate to test your hard drive.
If all tests OK and you have a back up of your files, then you may want to try a reinstall, or explain the problem in more detail for additional suggestions.

You have to be a little bit crazy to keep you from going insane.
