Do you mean the default page that shows up when you open a new tab, the default setting? The address is about:Tabs.

- Control Panel > Internet Options > General tab
- Go down to Tabs & click on the Settings button
- In the middle of the Tabbed Browsing Settings window, change "When a new tab is opened, open:" to "Your first home page"
- Click OK, then OK again

It worked for me. I changed the tab to my home page, closed IE, reopened it, & it worked. I even rebooted & it still works. Maybe you have some other box checked that shouldn't be?
