I doubt it will help but easy to try this simple fix which has done the trick every now and then in the past:
Turn off and unplug power cord. Remove main computer battery. Before assembling hold the Power On/Off button for at least 20 seconds to discharge the motherboard components.

If no luck, see this post, in particular the first System Recovery Options about a quarter of the way down the page:

Always pop back and let us know the outcome - thanks

You need to verify that your hard drive is still accessible before trying to reinstall. It is very possible that the device has failed completely and needs replacing. You can boot to a Live Linux disk like Puppy Linux (not install) that you can download and burn on a working computer to see if there is access tot he hard drive or you can burn a copy of Seatools from Seagate and boot to that and do a short hard drive test.

You have to be a little bit crazy to keep you from going insane.

Can you check what pheripherals you have connetce on the system when you are restarting the system, i believe its because of a printer or external hdd that is connected or it is HDD failure. try to reset your Bios first.

It's quite simple but obviously you need a working computer to do that

Nobody is perfect, but if there is one advice that I can give is : make sure you have a plan for the day that you boot, and all you get is either a black screen, or some weird error.
It's another issue that is solved by regular Windows re-install, but I digress.

Please note that the original poster has not replied to any suggestions and it has been a couple of weeks.

I am not sure if you actually added anything to the discussion.

"It's another issue that is solved by regular Windows re-install" That statement make very little sense, there is very little reason with a moderate amount of maintenance you ever need to reinstall Windows unless you get a really bad infection and do not act quickly and squash it before it corrupts too much. I have never needed to reinstall at home and only once case at work someone got a root kit and the removal left it with something critical that was missing or too corrupted to boot. It was determined that a clean reinstall and restore from back up was easier and faster than trying to repair it and then making sure it was really clean.

You have to be a little bit crazy to keep you from going insane.
