Has the entire Taskbar disappeared?

What do you mean, you "scrolled down"? Are you using a small
handheld device with a small screen? If so, that makes all the
difference in the nature of the problem and how to fix it.

What kind of computer are you using? (Make and model)

What kind of display? (Monitor make and model)

What pixel dimensions is the video output set to?

You can probably do a CTRL-ALT-DEL and bring up the task manager and use that to shut it down.

But if you can't undo whatever it was you did that caused the problem you can do a system restore from a date just prior to the problem starting.

If the entire Task Bar with the start button has slipped down and disappeared below the bottom of the screen then if you slowly bring your mouse pointer down to the bottom of the screen until you see a double sided arrow (pointed up and down), then you left click and move it up slightly until you see the full task bar reappear. If you do not see the double arrows, try again but more slowly and maybe either more left or more right along the center area of the bottom of the screen.
If this does not work, use Task Manager (as above) to shut down and manually restart but tap F8 repeatedly until you get the advanced start options menu, then select Safe Mode and within Safe Mode, you will find it easier to launch System Restore since I assume that during it the hide task bar option should not work.

You have to be a little bit crazy to keep you from going insane.
